Paste bulletin lines
One road per line, MMDA wording. A line like “As of 3:00 PM” applies to the lines after it. Or paste a GMA “FLOOD ALERT” article link on its own.
Inserted rows carry source = advisory and device advisory-<feed>; they are one vote per feed per road, decay like citizen reports, and are stamped at the bulletin’s “as of” time when it is under three hours old.
